How long does a provider have to give me my records?

Under HIPAA a provider must act within 30 calendar days, with one permitted 30-day extension given in writing. Some states are stricter — California requires records within 15 days.

Can a doctor charge me for my medical records?

Only reasonable, cost-based fees for labour to copy, supplies and postage. You cannot be charged simply to inspect records or view them in a patient portal.

Can they refuse if I owe money?

No. A provider cannot withhold your records because of an unpaid bill. Your HIPAA Right of Access is separate from any balance you owe.
